Staff Expertise

David G. Fox, Ph.D.

Senior Research Scientist

Dr. Fox has over 35 years of experience carrying out all phases of IBRIC projects. He has assumed responsibility for project management, experimental design, instrument development, and report writing on a wide variety of activities. Dr. Fox has particular expertise in measurement and in the development of computerized reporting systems, and has been primarily responsible for all computer analyses conducted by IBRIC.

David E. Nelson, Ph.D.

Senior Research Scientist

Dr. Nelson's experience is in development and management of measurement and evaluation programs. For more than 25 years he was responsible for Utah's Statewide Educational Assessment Program, the Core Assessment Program, and the State Testing Program. He is the author of over one hundred studies in the areas of educational measurement, research and program evaluation.

John L. Gardner

Project Manager

John Gardner began his career at IBRIC in 1992. He has had responsibility for managing the development and implementation of data collection systems for projects with the Utah State Office of Education and several Utah school districts. He is also responsible for analyzing and reporting research findings.

Robert L. Ellison, Ph.D.

Director Emeritus

Dr. Ellison had management responsibility for most projects at IBRIC beginning with its creation in 1965 through 1996. These projects dealt with a broad range of endeavors in applied psychological research, such as talent identification and development, organizational development, and studies on organizational performance and productivity.
